Lawsuit Claims Sex Abuse at Jail

A federal civil rights lawsuit has been filed against a former Haltom City jailer accused by authorities of promising female inmates early release from jail in exchange for sexual favors. The lawsuit also names the City of Haltom City and other jailers as defendants.

Clint Wade Weaver, of Azle, is on probation after pleading guilty this year to a criminal charge of official oppression involving one of the women. Weaver was arrested in June 2001, pleaded guilty to official oppression in March and was sentenced to two years’ probation and was ordered to register as a sex offender.

Three women filed a lawsuit contending that they complied because they were intimidated. The acts occurred between September 2000 and March 2001, according to the lawsuit.

The lawsuit states that the city was negligent in hiring and training Weaver as a jailer.

On September 4, 2000, a woman was in the Haltom City Jail for unpaid traffic violations, where Weaver was the only jailer on duty. Weaver watched the woman undress in a jail restroom, moved her to a break room, where he ordered her to perform a sexual act on him. Weaver threatened the woman by saying, “If you tell anybody, it’ll be way over your head.”

On November 2000, a woman was in the Haltom City Jail on an outstanding traffic warrant, where Weaver ordered her to perform sex acts on herself before he would allow her to use a telephone. The jailer then ordered the woman to perform a sex act on him in exchange for getting out early.

On March 14, 2001, a woman was in the Haltom City Jail on traffic violation warrants when the jailer approached her and offered to release her if she would have sex with him after he let her go. The woman had sex with the jailer upon release because he threatened to accuse her of escape if she did not.

When the Ft. Worth woman filed a complaint with Haltom City Police, Weaver was placed on administrative leave. Weaver resigned April 12, 2001, while an investigation was being conducted by the Police Department.
